TNR proposes city code changes to control populations of stray cats

The Nebraska City City Council is scheduled to meet at 6 p.m. on April 19.
The agenda includes changes to the city code to allow for the Trapping, Spaying/Neutering and Releasing of feral cats, demolition of an unsafe building at 1014 S. Third St. and an NRD grant application for the Wildwood Pond seawall.
City commissioners will consider down payment assistance for property at 400 N. 22nd St., a Dinty Moore’s liquor license in the Veterans Memorial Building parking lot on May 29 and NCTC’s request to use Memorial Way on May 1 for a Mariachi band to perform.
NCTC requests use of the Sunken Parking lot for eight consecutive Saturdays, June 4-July 31, for the summer Saturday film series. Public restrooms would be open until 10:30 p.m.
Utilities safety award
The American Public Power Association awarded Nebraska City Utilities its safety award of excellence for safe operations in 2020.
The Nebraska City company was among 329 utilities across the United States to enter for the safety award and finished in first place for the most incident-free records during 2020.
General Manager Jeff Kohrs said employee safety is placed above all else.
Kohrs: “We all recognize the importance of coming to work and going home to our families each day; this is what drives our dedication to safety.”
The safety awards have been held annually for more than 65 years.
Dinty Moore's anniversary
Dinty Moore’s is planning a 115th anniversary celebration from 11 a.m. to 10 p.m. on Saturday, May 29. A band and beer truck are planned.
Trap, Neuter, Release
Rachael Inman proposes changes to the city code to accommodate a TNR program.
The Trap Neuter Release program is asking the city for authority to send out a notice of low-cost spay, neuter clinic at Lincoln’s Capital Humane and encourage city funding for cat rescue volunteers.
The city code that says it is unlawful for any person to abandon a dog or cat within the city, would be changed to allow release of neutered or spayed feral cat where it is familiar to living or has a cat colony.
It would also say license fees would be used for the betterment of Nebraska City’s homeless cats and dogs.
Live traps would be allowed by TNR volunteers with permission of the street department. A person who feeds a homeless cat would not be considered the owner of the cat. Feral cats will not be considered owned and would not require a pet license. A kennel license would not be required for persons providing shelter to the community’s cat population.
Mariachi Band
Nebraska City Tourism and Commerce plans to host Mariachi Nueva Tradicion, a Mariachi Band, at the Memorial Way following the Arbor Day parade until 3:30 p.m.
Third Street demolition
Building Inspector Keith Morrison reports a low bid from Lumber Jack Company of $3,500 to demolish an unsafe building at 1014 S. Third St. The city declared the building unsafe Nov. 2, 2020, and Morrison says the owner has not responded regarding an improvement plan.
Wildwood Pond seawall
Scooter Edmisten of the city park’s department is requesting city council permission to apply for a $25,000 grant from the Nemaha Natural Resources District. The matching grant would be used to build a sea wall on the south side of Wildwood Pond.
